67 Corvette Rear Spring Cushion Mounts

Hi:
On a 67 Corvette rear spring are the steel rear cushion cups swaged/installed when the spring is painted gray, or are they swaged in after the spring is painted? I've checked the archives and the Judging guide, but can't seem to find an answer. Thanks so much!

The cups are swaged after the spring is painted, so there is no gray paint on the cups.
