C4 USA-1 Plate Holder

Provided that we show proof on insurance and a valid registration, can a C4 be display with only a C4 USA-1 Plate Holder on? Also, is there a point deduction for not having a USA-1 plate holder on the car? In other words, is the plate holder optional?

I'm just trying to collect data on the C4 Plate Holder expectations, since the manual does not appear to address this issue.
