Emblem Dum Dum?

I am looking at my car's judging sheet from the 2012 NCRS National. There is a judges comment under "Emblems & Trim": No Dum Dum.

What the heck is Dum Dum? Is it some sort of gasket between the emblem and the paint or is it some sort of elastic material? This is for a 1965 Coupe.

Clark, 3M makes it, its called strip chauk(dum dum). If you have a connection with a body shop they generally have it so you won't have to buy a box. Its placed on the speed nuts to help seal the water out.

I don't see anything about this in the 1965 JG (p. 65-66) or the 1967 JG (p. 57-58), which are both older publications, but the 1966 JG says that all emblem speed-nuts contain dum-dum, p. 67.

I don't see any mention of sealant in the 1965 AIM regarding the PAL speed-nuts for emblems, but there is a clue in the use of the term "Nut Asm." at the rear deck emblem.

Nose Emblem (1ASM-F1) uses GM 9419761 Nut

Fender Emblems (11-13-A1) use GM 3844131 Nut (plus one item 3 nut, can't make out the part number in my '65 AIM)

Rear Deck Emblem (1ASM-F3) again uses the GM 9419761 Nut, but this time it is called a "Nut Asm.", which would indicate that something has been added to the part. In this case, that "something" must be the dum-dum, and would apparently also apply to the other speed nuts, even though the other emblem speed nuts are not called out as an "Asm".

The judges expect to see it whenever an emblem has a nut on it they can see. I lost points the first time my '67 L71 was judged in chapter since it wasn't present on the "427" emblems on the hood and the chrome trim in front. Best to get the 3M stuff, take the nuts off, and put it on the screw area and put the nuts back on. Use it liberally, they like to see it, kinda like the ugly yellow weatherstrip adhesive . The assembly line workers were assumed to be sloppy chaps.....

The 66JG is the only one to mention the dum-dum, but does not say what color. I'm guessing black, is that correct?
