1970 LT-1 smog pump

A friend recently had his smog pump re-installed by his mechanic after the system sat in storage for years. He says his LT-1 now doesn't run as well. Is there a checklist of things to look for with regard to smog pumps?

Not that I am aware of.

Is the vacuum line to the diverter valve properly hooked up? See AIM AIR page.
Does it rotate easily by hand with the belt off?
Pinch off the vacuum line to the diverter valve to check for a diverter valve vacuum leak.
