Pretty sure they are steel. I'm not sure it a mass issue as much as seal drag( a necessary evil of gear pumps). Tell me more about your thinking.

just like a aluminum flywheel on a engine it can speed up and slow down faster and maybe the gears are like a heavy flywheel on a end of a weak shaft, the shaft tries to change speed faster than the flywheel can because of inertia. BWTFDIK.
