Do ALL 1969 RH big block valve covers use a metal fill cap or
do some use a rubber push in plug as later years?

Metal, one on my 69 L68 looks to be original.

The rubber oil fill plugs for big blocks began for the 1971 model year and continued through the end of big block installations in Corvettes (i.e. 1974). No 1969 Corvette was ever originally equipped with a rubber oil fill plug-----absolutely NONE.
