C1 Mounting Rear Bumpers 58 59 60

Installed the rear bumpers for the first time. Now, in mounting the vertical bumpers the bolting pattern is clear and simple. However, with the main bumpers mounted, it is a challenge to actually bolt the verticals to the bumpers due to the restriction of space. Can't see the bolt and seems impossible to get one's hand or a tool in there to secure it. Is the proper procedure to mount the verticals to the bumper and bracket first and then mount the entire assembly?

yes . that's correct. also, don't forget to pre-attach the lower brackets that go to the rear crossmember

Make sure the bumperette bolt is going the right way in the bumper if you plan on having your car judged.
