Access to black fender cove fins on 62

On my 62 there is one screw missing on my cove fins, the black casting that is in the cove. This is the bottom screw. How do I get to the back side of this screw? Do I drop the splash pan or remove the interior kick panel? The top two seem to be easily reached and of course they are fine. Given the price of these things I don't want to take a chance and loose one. Bill

It has been awhile since I took mine off to clean/detail, but there is at least one behind the kick panels.

Thanks. I took off the splash shield and cleaned it but did not find my stud. Tomorrow the kick panels. Bill
