1967 Headlight buckets

I can not get the headlight buckets to rotate to the open position. When I use the toggle, the electric draw is evident. The beams come on but the buckets don't open.

Are you using the "headlights" switch on the bottom of the cluster to rotate the buckets open and closed? The regular headlight switch with the knob only turns the beams on and off.

I have determined that the switch is bad. I hot wired the connection and got the buckets to move. Thanks for your help.
