Pulled the cable out and it doesn't look chewed up. This car sat for 20 years in a garage up on blocks. Can I disconnect the cable at the tranny end and sparay some cleaner such as WD-40 and put air to it and blow it out toward the tranny. Then lubricate it!

the problem more often is that the actual speedometer head itself is lacking lubricant/dried out. There's an article in an old Restorer on how to lube the speedo head.- Top

I used some lubricant called cable ez seem to work, cleaned the cable and then added the lubricant, I was reccommended by someone here.
My speedometer would "catch" I guess that is how to describe it.

My early '61 had the exact same problem.
Lubricant and tranny fluid had worked its way up into the speedo head. You may have to pull the gauge cluster to fix it.
Find the source of the fluid and/or lubricant - once you stop it, things should be fine. The cable could be just fine.
