Gary,
I tried to reply to your PM but had to shorten it because it exceeded 1000 characters. Here is the rest of the message.
Gary,
I'm sorry, I didn't see your PM until today. This brings up a point. I would much rather that people post their problems on the Tech Forum as compared to trying to contact me for the following reasons: 1). I am not the only one with good steering information; 2). A problem like yours is probably similar to others in the NCRS family. The answer to your problem could very well help others.
That being said. I think that you may have to disassembly the lower end of your column in order to eliminate the corrosion and properly lubricate the shift tube to plastic adapter interface.

These pictures show how the lower bearing and adapter are removed from the lower end of the steering column. If you have a T&T column there will not be a spring on the lower end. The bad news is that you most likely will have to remove the column from the car in order to gain good access to the lower end.
If you need more information on Disassembly & Repair of either the standard (non-adjustable) column or the T&T column you can to to Terry Rudy's website www.corvettefaq.com
Scroll to the 1969-79 Standard Column section or the 1969-82 T&T section. There are three D&R Papers and three D&R Pics in each section.
You may already have fixed your column by now. Sorry about the delay but I just didn't see the notice.
Jim
