C3 steering column interlock lever binding

Been tackling another new project on my C3, the interlock system is having an issue and I searched the forum and find lots of posts about cable issues however it appears my issue is that the level on the steering column shaft is very hard operating in the up or down position even by hand with the cable not connected. I have lubed the cable with the following; PB blaster penetrent, WD 40 and white lithium grease and it is still stiff to move.
Can anyone provide help with a solution, I have an assembly manual but do not seen details on the components if any of this lever assembly.
    Thanks for the help

Gary put a PM to Jim Shea he has alot of experience with the columns, I have many columns apart in the 80's vintage but are different that the late 60s and early 70s.

Gary, Are you trying to move it with the key in the off position? If so, it needs to be in the on position.

BTW, I would rather comment on the NCRS website as compared to a PM. 1). I am not the only person with information on the subject. 2). Information on this subject could help others.

I am a bit confused. I think you are saying that the shift tube and the welded lever on the lower end of the steering column is stiff and hard to move the lever with the cable removed from the lever. Then you talk about lubing the cable.

You could have corrosion on the lower end of the column that is causing high effort to move the lever and shift tube.

Jim, thank you for the advise and I am sorry if I confused the issue, I lubed the shift tube assembly and lever while still connected to the column. I will follow your instructions on the dismantle of the tube assembly, thanks agin for the description and pictures.
