All of the 1960s have the large holes in the fiberglass under the gas tank. You can see the ends of the tie down straps through the holes. I don't know of any official purpose they hold; but someone else may.

      Al,

The holes are there to allow for air circulation and prevent Gas fumes from building up inside the car. Along with this the tank cover inside the top compartment should be sealed.

I bet it is to let water out. I do not know it I would seal them.

I just don't like the mice going inside making it a hotel. The start chewing on fuel sending wires and the gas filler hose. I was thinking about laying a small piece of fiber mat down an placing a few small hoes in it to let the air out... just seems so strange to have these big holes in the floor

If you feel compelled to cover the holes, seal them with small pieces of metal or plastic screen wire. Drill several tiny holes around the diameter of the big holes and use tiny phillips screws to hold the wire disks in place. Or, you could probably glue the screen wire disks in place with weatherstrip adhesive if you don't want to drill holes and use screws.

This is what works for me, Dryer Sheets placed inside the car smells good and I have not had a mouse problem.
I also do not have anything that they like in the building that I keep the cars in.

Don't seal up those ventilation holes or you'll be creating a closed vessel behind the seats full of fuel vapors - NOT a good thing; those holes are there for a reason.

I will post a photo of this hole .. there are two small ones about the size of a half dollar.. but, there is one that can put a whole hand in.

Here are the OE ventilation holes on my '59. As John recommended: Don't seal these up.

However, you do want to seal up the tank cover. You don't want fuel vapors in the cockpit.
Also, tire smoke will pour into this fuel tank cavity and fill the cockpit if the tank cover isn't sealed. So I've heard...

Close the area up with the mice in there. Let the fumes build up and then light a match. See how far that will blow the mice. No way would I close up the area!!
