Were there dealer supplied fittigs (bolts) to fill the mounting holes if the rack were to be removed on a temporary basis or does one just find appropriate stainless steel bolts and rubber washers to fill the holes?

No hardware was ever supplied to "fill the holes" if the luggage rack was removed, temporarily or otherwise. So, you just need to find or fabricate appropriate hardware for the purpose now.
