C2 Headlight felt seals question

Putting the headlights back together on my 66. Noticed that two of the felt seals were in need of repair. Ordered a set of 4 and installed them yesterday. Anyone know whether the felt seals should be soaked with lubricant and if so, what kind? Thanks for your help.

Your Assembly Manual (UPC 12, sheets A2 & A3, item #9 seal) shows symbol 7c on each seal; in UPC 0, sheet D3, symbol 7c shows as motor oil, and for that application the seals are to be impregnated with it and allowed to drain so they don't drip.
