Rear Deck hinge mounting bolts snapped off

I'm getting around to installing the rear deck lid hinges on a '67 and discovered that both upper, innermost bolt locations have broken off bolts in them. I saw in the archives that Harry Saddock wrote a 2006 article on repairing this but didn't see any details. What is the best fix for this application, a Helicoil or Rivnut?

If it is a snapped off bolt as you have stated, drill & tap. The plate should be OK.
