I have seen this 3-digit code and even a 4-digit code on the GM white part number stickers and GM boxes on many of my NOS parts but have yet to decode it. Here are a few which are readily handy.
"75A0", box flap dated Nov. 1988
"PE1", box flap dated April 1981
"75J1", box flap July 1991
"76K3", box flap dated "81" (or "82"?)

I've wondered for years about these codes on GM parts packaging but I've never got a definitive answer. Somehow, I have a "feeling" that they are not a date code or, at least, not completely a date code. They may represent a source ID or some other factor which is meaningful to GMSPO.
Even if they do wholly or partially represent a date code, that would not necessarily mean the date the part was manufactured. As far as I know, many parts that are received by GMSPO are received in bins or racks (just like the parts were delivered to PRODUCTION). Then, GMSPO periodically boxes some in small lots as needed and to conserve warehouse space.
Some parts are never boxed or pre-packaged and are simply pulled from a bin and placed in a bag with a parts plant shipping label on it. This practice has increased in the last 20 years, or so.In Appreciation of John Hinckley- Top

Michael, the screws in your pic do not appear to be the proper color for stainless, so I'm guessing they are zinc or maybe cad plated carbon steel. I tried a magnet on the screen, but it didn't stick....Mike

I don't recall any of these license plate screws ever being stainless. All that I recollect were zinc plated steel.In Appreciation of John Hinckley- Top

John - Dealers probably still have some around because only those of us who got dinged in judging would pay that much for license plate frames to get how many points.Actually, it's interesting how little our Corvettes really cost after subtracting out the cost of the pair of "magnetic" license plate frames that originally came with the cars.

I'm not so sure that the later-manufactured GM license plate frames were non-magnetic. I seem to recall that changed somewhere along the many years of the manufacture and availability.

I see from all the posts that magnetic versus non magnetic seem to be the issue on original versus service replacement frames. And I have heard people switch out the rivets for just this reasons.
Can't remember any other info on the frames Mikey.
I do remember though when I bought my first new midyear that it had two frames in plastic wraps behind the seat.
Also the car had the a remainsof the paper bag holding the license plate hardware. I kept the bag but can't find it. I bought my '65 right off/from the truck and wouldn't let the dealer prepare it. I got away from that as he was a neighbor and friend of my Dad's.
