C1 Frame Primer? 1960

Was the frame dipped in primer before it was dipped in black paint?

I removed the paint off of the rear crossmember today and there was white paint under the black paint; equal parts paint and rust.

What type of tool is good to remove rust in tight places? I want something that removes it faster than naval jelly.

I used my 4 inch grinder with a wire disk, but there are smaller areas I could not get to. I have a standard dremel, but I believe it is too weak to do the job. I don't have a large air compressor, but could borrow my neighbors and purchase some type of air tool. Suggestions?

Per our old friend Dale Pearman's notes, the C1 frames (made at A.O. Smith-Milwaukee) were acid-dipped first to clean them, then dipped in a neutralizing solution, then dipped in self-etching black frame primer (DuPont #475-763) and baked. No further painting was done.

Thanks John. The white underpaint is another example of someone's attempt at restoration back in 1979 as that was when my car was repainted. The painter placed a small orange adhesive label on the underside of the gas cap / vent hose lid that said "painted by Jerry Daniels, 1979." I purchased the car in 1960.
