For further clarification, here is the 1965 AIM page (UPC 12-A8) that John referred to in post #10 above. This page actually calls out the GM 3825551 push-in retainer straps by item and part number, as opposed to just showing them for purposes of a larger illustration on UPC 11-13-A4. My general assumption is that the AIM drawings are more likely to be accurate (though not necessarily!) on the AIM page where a particular part is specifically called out.
All three of the push-in type retainer straps shown along the RH inner fender in the '65 AIM on UPC 12-A8 appear to be oriented with the loop in the upward position (see picture below). The hood support is noted ("Support Asm.") on the drawing, and though only the bottom of the support is actually shown, the expansion tank hose (plus wiring harness, in 1965) is again shown outboard of the hood support, routed between the hood support lower attaching bracket and the drip rail.
