If I remember correctly Gary that was kind of a standard thing unless a customer specifically requested that the cord be deployed. I remember doing oil changes in the Fall on various makes and models and customers being surprised that they even had a block heater when I asked if they wanted the cord run out, and some of those cars were several years old and not the original owner. If they did want it run out I would just find a convenient hole or gap somewhere through the rad support and grill. Don't recall ever having to drill a hole on any car to do it.
Just as a point of interest, my wife's 2007 F-F-F-F-Ford Focus wagon came with a block heater. We bought the car used and I did not know it had one until just the other day when while doing a major cleaning I found the cord bundled in a plastic bag under the spare tire.
