Spare Tire Carrier Bolt Question

I cannot seem to locate or reference the correct style / size / finish of the two smaller inner bolts that hold the upper plastic cover to the frame? It looks like there is a washer as well but not sure.

Following your lead I think I may have just found it -integrated washer bolts. I think these are them, found them on Volunteer's site.

Stop by your local hardware store.
I know that Lowe's carries them.
