    Reinstalling C2 steering column

It has been many months since disassembly and I've apparently forgotten something. I removed the Mast Jacket and steering column shaft from the car. I removed the steering wheel from the hub/shaft but left the hub attached to the shaft. Under the hub, on the shaft was a white plastic cylinder approximately 1-1/2" tall with a slot cut out of ~30% of 1 side, a spring, a brass ring and a steel bearing. I left all of these pieces in place. I'm thinking the brass ring is probably for the horn contacts and the plastic cyliinder is the cancelling mechanism for the turn signals.

When I drop the shaft back into the Mast Jacket it goes in until the spring touches the upper end of the mast jacket. That leaves a space of ~3/8" between the bottom of the hub and the top of the bell of the mast jacket. I can push the hub until its bottom touches the top of the bell of the mast jacket but when I release it the spring on the upper end of the shaft pushes the shaft upwards again, leaving the 3/8" gap.

Question 1: What holds these 2 sections together to eliminate the gap? The only thing I can think of is that the shaft has to be pushed all the way against the bell of the mast jacket, then the "stop" (small clamp) that seems to be the last piece to be installed on the lower end of the shaft in the engine compartment will be slid up against the other pieces (shim, bearing, spring, bottom to top) and tightened so that tension is on both the upper and lower spring.

Question 2: If the white cylinder is the canceling mechanism for the turn signals, does it have to be in a specific position when everything is in final position?

My AIM and shop manual do not mention any of this and I found no other posts when searching the TDB.

Thanks in advance for any help.
