1965 wiper area paint

Can someone tell me what paint was used in the area under the grilles surrounding the wiper arms. It looks to me that it was some type of a black thick material, but that may have been done by bubba.

The area around the base of the wiper transmissions was seam-sealed, and the plenum cavity was painted with the same semi-flat blackout paint that was used in the engine compartment and hood underside. Don't black out the upper body color surface where the grille U-nuts go, and the U-nuts shouldn't have any paint on them - they were installed after the Paint Shop.
