Might be the same stuff McLaren uses on their Formula 1 cars that are "chrome" with red accents; they've used it for the last three or four years, and when questioned, their designer says "it's not paint - it's very special, and incredibly costly".

If it's the same stuff that Jay Leno featured and the others sell, it's incredibly cheap. The cost of materials to the "bird" on the hood of a 56 Chevrolet is approx. $6.00. I'm just not overly impressed with the product compared to real chrome plating.
