No. Tens of thousands of cars were ordered and placed in company service every year as normal everyday business; I ordered three or four every year as my assigned company car, and they were no different than any other car. If Engineering wanted something special, they created or converted it themselves under internal Work Orders.

COPO's were handled by the Sales Department when a customer needed something that required Engineering evaluation, test or development to validate it, and 99.9% of all COPO's were issued for fleet buyers of trucks, school buses, taxis, and police cars.
