62 JM question on Bumperetts

In the Judging manual for 61-62, page 35 section 11, section titled Vertical Bumper Guards, it states "Proper spacing from the bumperette from the bumper should be 3/8" to 1/2".

I must be missing something since I am not sure what spacing this is referring to. I realize that the 2 vertical pieces are the bumperettes, but I am unclear what "bumper" is being referred to (it cant be the 2 outer front bumpers).

Can someone please clarify where this spacing is measured?

The tip of the bumperettes (upper) to the grille bar.
