Richard,
Having some slight experience with euro tech inspections (20 yrs ago).
I suggest he buys another pair of pipes that he internally modifies/restricts to where the noise level is acceptable. (Change the tip angles so they are facing straight down.) We used to test the noise level before we went to get them inspected. (In Switzerland, there was NO chance to get a MidYear through inspection with factory N14.)
Hope Norway is a little more lenient.

Is it at all possible to get some glasspacs or Smithys to squeeze under the covers? Maybe with some washers or something to give a little extra room.
