    William -

Check for freedom of movement of the choke linkage levers and rods; the fast idle cam is on the driver's side, behind the lowest lever where the rod comes down from the choke blade shaft.

The WCFB carburetor details aren't covered in the ST-12, as they were shared components with the passenger cars; an excellent reference for the WCFB details is the 1961 Passenger Car Shop Manual, available from the NCRS store - it has ALL the adjustment and rebuild instructions, with lots of photos and illustrations.

      ...what John said,

and check inside the choke housing for a stuck piston/counterweight for the choke butterfly. Quite often these get caked up with crud and stop moving. It could be preventing the movement of the whole mechanism.

Also, keep a weather eye out for a common DANGER signal...

Any 'crud' inside the choke housing that looks like carbon/soot, is a red flag. The fresh air tube that goes through the RH exhaust manifold spends its life in a hostile environment (surrounded by red hot exhaust gas and prone to moisture from engine heat/cool cycles).

If that tube has been breached, it's allowing exhaust gas to enter and climb up to the choke housing on the carb. Yep, that'll gum things up quickly. But, it's also tickling the dragon's breath by checking the gasket integrity of the choke to carb!!!!

You do NOT want red hot exhaust gases to enter the carb, eh???
