there is a neat way to eliminate those holes you don't want in the outer ring.
1. get a reamer and a box of ground pins from someone like mcmaster- carr.
2. buy the size slightly larger than the existing holes.
3. cut the pins slightly longer than the thickness of the outer ring
4. press the pins in around the perimeter flush with one side.
5. grip the outer diameter in a lathe and face off the pins on the other side. don't grip on the hub or you will damage the rubber.
6. paint or powdercoat and the holes are gone without upsetting the balance.
