69 front bumper rivets

Getting ready for paint and trying to figure out if the rivets that hold the steel reinforcement that goes all the way across the nose behind the front bumper were installed before or after paint? When I removed them there was paint under the heads but I seem to remember a post here that said they should be painted. Any help would be appreciated. Thanks

Russ, the reinforcement I am talking about is not the one behind the headlights it is in front of the headlights right behind the bumper.

Reinforcement bar is riveted on and the rivet heads are painted.
