1960-Rectangle Rubber Pads between body and frame

I assumed that the 8 thin rubber pads were in place when the body drop occurred and that they would be wedged between the body and the frame. On my car, I can place a pinky finger between the top of the pads and the bottom of the frame. Is that correct? The only reason I investigated was that i found one of the pads laying on my garage floor. The pad was hard as a rock.

an anti rattle item, sometimes they touch sometimes not, glue them in place and don't worry about em
