60 under hood latches

Should the under hood latches on a 60 be blacked out or are they plated?

Here is what the 1958 - 1960 NCRS judging manual has to say "However, these hardware items were installed prior to exterior body painting and engine compartment blacout painting, and therefore, may appear with paint overspray, invarying degrees, much of which may not have completely adhered to thes lubricated parts."
