Where is the best place to buy spinner rims? Are their aftermarket or OEM spinners on the market to purchase? Anyone's that would pass without point deductions?

You might want to be more specific so the community can help. When you state you need spinner rims, I surmise you intended to say you would like to purchase Knock-Off wheels?
Original Kelsey Hayes Knock-Off wheels (set of five dated) can be purchased for roughly $7,000-$10,000 market value. Reproductions (depending on outfit) can be purchased for roughly $2,000.
A factory-like freshly restored set of wheels will not warrant a deduction in points. I do not know the deduction for reproduction wheels as condition and originality play into the deduction.
