Naw, there were other cars in GM's line-up that used the ballast with a small flanged/lip on the back side of the mounting tab... Chevy was 'wierd' in that the convention was to mount the ballast on the firewall.
Other car lines mounted the ballast to ignition components bolted to the engine (e.g. the ignition coil's hold down bracket). The flange/lip/collar around the mounting tab bolt hole served to mechanically 'register' the ballast in its final mounting position to thwart physical 'creep' and the possibility of the attaching wires touching engine metal and 'grounding out' the ignition spark...
