Seat anchors

What is the correct way to paint the seat anchors on a 65 coupe?
I purchased some new ones and on the package it says to
paint them carpet color, I found in the archives that
the were installed before the car was painted and should
have some overspray on them.
My car has a bright blue interior ansd is painted Nassau blue. what left on the old
ones appears to be some black paint and some blue paint.

They were originally flow-coated in black semi-gloss primer, then installed on the floor pan, and got varying amounts of interior color overspray later.
