C1 tie rod end grease boot

I was able to get some time today to clean the grease off of one of the tie rods from the 60. The outer tie rod has a metal grease cover is this right, I always thought they were rubber. The inner has the rubber cover. Both ends have blue inspection paint on them. Was this the way they came?

I will clean the other side off tonight and see if it has the same set up.

Was this a factory tie rod end, metal vs rubber boot?
