    Steve,
    The 1963(?) 250 hp carb I have has exactly the same metering rods and primary and secondary jets as the numbers you stated.
    The top is numbered 6-1586 and the body is numbered 0-1465.
    Lets hope someone posts some hints for you.

      take off the metering rod cover and see if the rods are all the way down at idle is where i would start. try driving the car without the power piston springs as this will lean out the primary.

          Rods are down at idle which produces abuot 14 to 15 inchs of vacuum.They rise as vacuum drops.They seem to be operating properly now,thats why my original post included the question as to size of jets and rods in correct carb.I believe mine are too large for this application. I can't drive car yet because it's a rolling chassis.I'm attempting to eliminate as many problems as I can before body drop.Just a little added info ,this motor is bored .090 over which translates to about 297cu.in.It's running a Comp Cams extreme energy solid lift cam ,.501/.510,duration236/242@.050. At idle I can look down thru primerys and see what seems to be far too much fuel flowing. Plugs are sooty, and air in garage foul.There seems to be no leakage in secondarys, and no leakage when you shut off engine.I know I have a very rich condition because I can't kill motor with idle screws.             if the booster nozzles are putting out fuel at idle it sounds like the pri butterflies are open too far. the idle transfer slot should only show a square,.020X.020 at idle. if you can't kill the engine with the idle/air screws that means you are idling off of the idle transfer slots which are open too far

              1 Are the pri butterflys also the throttle plates?
              2 What and were are the idle trasfer slots?
              3 How do I best check them for the .020x.020 dimension you give?
              4 How best do I correct?
