I would think that you can pull the shaft back to its original position. However, you have to be quite careful because you could pull the upper bearing right out of its housing if you pull too far.
Actually, if you have the column out of the car, you should be able to pull the shaft right out of the bottom of the column. Then you should be able to extend it to the 39.7 inch overall length.
Have you figured out what is wrong with the upper end? You must be missing that upper round wire ring and probably that 100# spring that goes between your upper bearing and the cancelling cam.
Here is the address for a blowup of your standard C3 steering column. Your upper end parts should be the 3, 4, 5, & 6 parts on that blowup in that order.
