John, it had to be after 1966 when they went to phillips head from flat head. Not sure about the solenoid.

I thought the flat head screws were for the low torque starter and phillips were for high torque.

John, John Pirkle would be a very good resource for this information

Going by the parts catalogs (and if the Phillips-head part # differed from the slot head) these 1913960's changed to 1970469 on 5-69. described as "Screw, Pole Shoe (3/8-24 x 11/16 O.L.) (Cad.)".

What's the best way to get these screws out? They always seem very hard to loosen.

John, I will check my 67 starter but I think the screws are flat head.

If you mean from SLOTTED to phillips, that occurred at the same time as the change from 1107xxx starter part numbers to 1108xxx starter part numbers. So, if a starter is of 1107xxx part number, then it originally used slotted field coil shoe screws. If it's 1108xxx, then it originally used phillips style screws.

I don't know when the change of the solenoid mounting screws occurred.

The solenoid screws changed at the same time. For the Corvette(and most Chevrolets)that was the 1968 model year.
