68 horn wont work

I can hear the relay making noise. I made a ground wire from the horn to a good ground. Horns are grounded good.
Wires show the following:
Black = Hot
Pink/black stripe = hot
green = grounded
Orange,red crimped to black all on same terminal = hot
red next to the above = hot

Horns are redone and do work, cked
I have the steering wheel off and jumping connection for the horn button
I missing something???

Joe, If you can hear the relay clicking when pushing the button in car, there may not be any power passing through the relay. contacts in relay may need to be cleaned
