The water pump was on the engine as assembled and painted at Tonawanda, arriving at STL as part of the engine assembly, therefore would not appear in the AIM.
Your '67 427 did not have lock washers.
The upper passenger side bolt also had a stud with the hex painted engine orange and the threads left bare.

I don't think that any Chevrolet V-8 ever used lockwashers between the bolt head and the waterpump casting. Lockwashers were used between the bolt head and an alternator or other brace when it was attached by a waterpump bolt, though. Also, lockwashers were used on the outboard side of studs sometimes used in place of waterpump bolts in order to attach braces, etc.In Appreciation of John Hinckley- Top

Thats my experiance also small blocks included. Maybe they figured the sealant on the threads of the bolts would keep them from backing out sorta like loctite.
