C2 Brake & Headlight telltale lights

I curently have the gauge cluster out of the car and want to test the telltale lights for the brake release and headlights before I put it back together. I want to duplicate the actual function and not just check the resistance of the bulbs. Currently they do not work although the ignition switch is hooked up. How can I accomplish this? I'm sure I will need to get a positive voltage to some location either at the ignition switch or one of the other cluster plugs. The functions worked prior to pulling and restoring the cluster and gauges.

if the harness is still plugged in and with the battery is in the car just put the bulb in the socket, pull the lights on with the buckets down, and ground out the socket. the bulb should flash if all working
