Replacing outer seat belt anchor plates on a 64

Can anyone tell me how to get the replacement seat belt anchor plates or brackets (underneath) to fit in between the frame and the fiberglass body to which it mounts, so I can rivet back in?. There is simply just not enough room between the the two to slide it in? How complicated could this be?

Let's see if I can attach a document. I can't recall where I got this.
