I couldn't leave it alone. Attached is a rough drawing - I did not dry fit the gears so I am going to take it all a part again take the ball screw out and check pitman arm fit. I am betting, base on the rubbing, it is the new gears that are pushing against the bushing and causing the variations in inch pound readings. Looking at the shape of the pitman gear the highest torque range is at the center of the gear where it protudes into the ball screw the most.
