What would be the procedure for bench testing the wiper motor for a 1961?

What are you trying to test? It it's gross functionality of the wiper motor that's one thing & pretty simple.

If the wiper system has washers, and you want to verify their operation, that's a horse of a different color because you need all the vacuum related items installed & operational too!
