Best process to refinish my water pump pulley?

The water pump pulley on my 66 needs to be refinished. It had been painted what appears to be a black gloss or semi-gloss and it is chipped up. TIM&JG calls for "uniform gray to black phosphate or an optional phosphate and a black rubber resin basespray coating". What is easiest to replicate and what is the process. If it is just paint where would I get the best color and finish match? Or is there someone that properly refinishes these?

Have a picture of the original crank pulley finish next to the water pump pulley that was bead blasted an treated with Eastwood's blacking solution.
Not that close but might have to go with it. Tried different paints but this is best so far

Any help with the above is greatly appreciated. I am trying to get some materials together so when it is no longer 100 degrees in my garage I can get a few things done on the car. Thanks.

My crank pulley is supposed to be natural, so maybe this would work as there will not be anything directly next to it to compare against. Thanks.

Guess you have a L36? I'm working on a L79 that had the same finish on the water pump pulley as crank pulley.

Close enough, it is an L72.

I am not really familiar with plating and finishes that are not paint, is black oxide a pretty good immitation of black phosphate, purely from an appearance standpoint?

L72 sweeet.. I think the finish is pretty close. They suggest spraying their satin clear over top to help protect it.
