I today bought a 1967 400hp, very correct. Protecto plate code for engine is T0222JCH. I know the date, 2-22, JC, 400hp 3x2, 4 speed..what does the H represent?

There are a few engines (very few, in my research) that actually identify the carburetor type on the engine pad itself.
I asked one of the guys at the engine plant what was the key to deciding whether to add the carburetor type to the engine suffix code. He told me that this was usually only done when specific things had to be done to the engine because of the carburetor type.
The example he gave was that the Holley equipped four barrel engines needed carb mounting studs installed in the intake manifold, the Rochester equipped engines did not.- Top

I have only seen the carb code on 66 pass car 4 barrell 327 and 396 engines when the rochester and holley carbs were both used at the manufacturers option. Must have been a GM thing about spreading the wealth between Holley and Rochester.- Top

Here's an example from a 1965 P-o-P; less possibility of mis-interpreting the engine code here because of the spacing between the engine code HT and the carb code H.

They also required completely different intake manifolds; square-bore for a Holley, spread-bore for the Q-Jet.- Top
