Mid year front lower valance screw configeration

To my knowledge judging manual doesn't address screw configuration on lower front valance for 1966. Does attachment to "L" bracket on lower radiator support included a lock washer? I've seen both....screw then flat washer and screw, lock washer then flat washer...... which is considered the norm? Anyone have an image of the orginal attachement?

You will see a picture also. Check your AIM Sec 11-13, mine (64) calls for screw LW, PW however I only have a PW on both sides.
