C1 four leaf rear spring center bolt

Searched the archives and found (2002) the center bolt is cut off about 3/8" beyond the nut and peened. Is this still considered correct and how was the cut made, hack saw/cutoff wheel or bolt cutters? Thanks for the help.

Just disasembled a set of 58 springs--center bolt appeared to have been cut off just byond the nut with a bolt cutter
