'61 wheel covers

My '61 wheel covers were previously polished to make the center shiny like the rest of the cover, not satin as original. How can I make the center (behind the spinner) satin again?

If I was trying to do it, I would take off the spinner and start going around the circle with steel wool. Start with light and then toward coarse. I have never done this, but I do clean my caps up with a fine steel wool all the time. See what others say.

We have made a special tool to put that finish back into hubcaps.

It is a rather elaborate jigged fixture. Can't be rented easily.
